Spicy Enchilada Sauce
2 tablespoons olive oil
2 tablespoons flour
2 teaspoons cumin
2 tablespoons chili powder
1 tablespoon minced garlic
2 cups chicken stock
1/2 cup diced red onion
2 pinches salt
Now lay out your tortillas and place 3 ounces of cobia on each, then 1/4 cup shredded cabbage, 1 ounce of goat cheese and 1/4 cup refried beans. Wrap the tortillas and place in a baking dish, cover with sauce, shake cheddar cheese over the top, and bake until the cheese starts to brown and the sauce bubbles.
